Bio Terrorism Threats

 This week we will just deal with a topical and current issue of responding to anthrax threats in mail.

What we will give are basic principles only and only serve as a guideline.

This is not a complete procedure!

* The basic principles to remember are simple: Have respiratory protection, protect yourself from contact with the suspect material, enclose and seal the suspect material in a plastic bag as soon as you can.

* Learn as much as you can about anthrax and other forms of bio terror and diseases. Check the CDC Website often as conditions change rapidly.

* Follow your state protocol that you have been given.

* Follow local department SOPs.

* Communicate with local police agencies to find out what they are doing or want done with these calls.

* Try to calm and reassure the public as much as you can.

* Wear latex or nitrile medical gloves.

* Use respiratory protection ( SCBA)

* Avoid contact with any suspected material.

* Check envelope by feeling with gloved hands for any clumps of powder.

* Check envelope by shining a bright flashlight behind it and look for evidence of powder, wires, batteries etc.

* If wires and batteries are found refer package to bomb squad or local police.

* Contain the suspected mail / material in a clear re-sealable bag.

* Double bag the sample.

* Document who may have come into contact with the sample, and package that so it is plainly visible with the sample bags.

* Send material to be tested if warranted as per your local protocol.

* Sometimes and under certain conditions an envelope can be opened to verify contents for the owner. Mail should only be opened after being contained in a sealed bag. This technique can be practiced and conducted by first responders in some cases.

Use your head, have common sense, follow local and state guidelines, but do not become complacent.
