Last week we discussed the twelve points of size up. This week we will discuss developing tactical and strategic goals using another acronym. This particular acronym has been around for many years and can be used in a variety of ways, including strategic goals, tactical objectives and the formation of an action plan.
R = Rescue as the first priority. Get the civilians and always consider the attempt to save viable victims. Viable victims are not found in fully involved rooms, in case you are wondering.
E = Exposure - identify what the internal and external exposures are at this particular incident. Get hose lines in crews in place to protect spread. Always attack from the unburned side.
C = Confinement - Much has been said about this and I will oversimplify it here but the building already has some form of fire damage. Upon arrival make a decision about how much of the building you are willing to lose or give up. Your first action is not to put it out but to confine it to the closest area of origin.
E = Extinguish - This involves all of the things previously discussed. Do you have adequate manpower to get an adequate rate of flow on the seat of the fire.
O = Overhaul - Looking for all of the sources of extension, hidden fire and determining the cause and origin.
V = Ventilation - When showing a diagram of this acronym I always put ventilation right next to confinement. There must be a coordinated fire attack from confinement to ventilation. Aggressive ventilation saves victims and is critical to promote firefighter safety upon entry. It is discussed out of order here and should be done early.
S = Salvage Save whatever property you can..... safely! Do not risk firefighter lives for property. On some types of occupancies salvage can come up on the priorities a bit. Town offices, libraries and churches might be some of these. Again risk no life for this but consider it.
If you are a fireground commander, remember develop a strategy first, implement the tactics and record review and revise an action plan.
